AHCCCS announces the appointment of Kasey Rogg to the position of AHCCCS General Counsel and the dual leadership role of Assistant Director of the Office of Administrative Legal Services (OALS), effective September 7, 2021. In addition to a clear commitment to the AHCCCS mission, Kasey brings state government experience, valuable legal expertise, and a proven track record of success to the role. Kasey succeeds Matt Devlin, who retired in July after 22 years of distinguished service with the agency and 25 years with the State.
As Deputy General Counsel at AHCCCS since 2019, Kasey has represented the AHCCCS Office of the Inspector General (OIG) on a wide variety of fraud, waste, and abuse matters. In this capacity, his responsibilities have included overseeing an average of 80-100 open and active provider compliance matters, assisting with process improvements to increase overpayment recoveries and protect agency interests, and suggesting revisions to the AHCCCS provider participation agreement to address recurrent provider compliance issues. Since joining the agency, Kasey has also provided valuable legal counsel on administrative hearings as well as a wide range of litigation matters.
Prior to joining AHCCCS, Kasey served as Deputy General Counsel for the Kansas Department for Children and Families (KDCF) for four years, and previous to his time with KDCF, he worked in various legal and leadership roles with Kansas organizations in the healthcare sector. Kasey began his career in private practice where, for 16 years, he handled multi-million dollar litigation for Fortune 500 companies such as Hilton Hotels, H&R Block, Bank of America, and Sprint. Kasey holds a Juris Doctor (JD) from the University of Kansas and a Bachelor of Science (BS) in Economics from Kansas State University.
