The Centers for Medicare and Medicaid Services (CMS) has granted approval of AHCCCS’ HCBS Spending Plan which allows the agency to begin implementing all of the activities in its spending plan and narrative, and qualify for a temporary 10 percentage point increase to the federal medical assistance percentage (FMAP) for certain Medicaid expenditures for home and community-based services (HCBS).
The additional funding, made available through the American Rescue Plan Act of 2021 (ARPA) will be used to enhance the state’s HCBS and behavioral health programs. AHCCCS will receive the enhanced 10 percent FMAP through March 31, 2022 on qualifying home and community-based and behavioral health services. Implementation activities detailed in the spending plan will run through March 31, 2024.
Prior to implementing programmatic changes, AHCCCS must obtain required expenditure authority from the Arizona State Legislature. AHCCCS looks forward to continuing its work with stakeholders across the state to implement these proposals.
