Resources for Justice System Stakeholders


Quarterly Justice Transitions (QJT) Meetings: Each quarter, AHCCCS hosts a meeting to bring together justice system stakeholders statewide to provide updates and to discuss successes, best practices, and challenges associated with assisting the justice-involved population. All criminal justice system stakeholders, health care providers, AHCCCS health plans, and community based organizations with interest in assisting this population are encouraged to attend. Summary of AHCCCS Justice Initiative Participation Requirements

Enrollment Suspension/Reinstatement: Allows Medicaid coverage to be “suspended” rather than terminated when an AHCCCS member enters a jail/prison/detention facility.

Justice System Reach-In: Allows AHCCCS health plans to identify high risk/high needs inmates and participate in release planning/schedule physical/behavioral health appointments.

  • Requires MOU/data sharing agreements between jail/prison/detention facilities and AHCCCS health plans.
  • Requires visitation/credentialing agreements with health plan staff/contractors.

Pre-release Inmate Applications: Allows jail/prison/detention staff (or contractor) to apply for Medicaid for inmates prior to release from incarceration and receive an expedited eligibility determination upon release.

Hospitalized Inmate Applications: Allows jail/prison/detention staff (or contractor) to apply for temporary Medicaid coverage (FFS) for inmates to cover outside hospitalizations during incarceration.

Targeted Investments-Justice:Supports and incentivizes participating providers in moving toward more integrated and coordinated care for the justice-involved population. Contact targetedinvestments@azahcccs.gov for participation information.
